Replacement effects vs costs

This may seem like an obvious answer but I just want some verification.

How do replacement effects interact with costs?

For example, let's say I have The Inuzuka Clan already in play, and then I play Follower of Jashin discarding 3 of my animal ninjas. The discard portion of Follower of Jashin is phrased like a cost (i.e. followed by "In that case" etc) so what would happen then?

1)Would the ninjas be discarded, or would they return to my hand?

2)If they would return to my hand, would I still be able to draw 3 cards?

Like I said this may seem like an obvious answer, but my only concern is that it seems like the cost portion of the mission technically doesn't get fulfilled, so I wanted to be sure.

Replacement effects occur without the use of the chain. In the case of your example, you never discarded those Ninjas, so you wouldn't be able to do any of the text after "in that case".

1) They would return to your hand.

2) No you wouldn't, since you never discarded them, per the Mission's text.
