Order of resolving - J813/J-783

I play J-813 first and target "ninja A" so that the ninja has a power of 2 (due to the user having a power of 2), and then play J-783 next and have "ninja A" as the user of this jutsu. Since the jutus resolve in the reverse order, does that mean that "ninja A" will become a 0/0 from J-783 and then will have it's power changed to 2 from J-813's effect?

Incorrect.

J-783 changes the users power to 0/0.
J-813 resolves, changes its target to match the user, which is 0/0.
