Can you use an effect that says "Injure (one/target) ninja" on an injured ninja? If the effect doesn't specifically say "injure 1 healthy ninja", is it as open as I think?

Which card are you specifically asking about?

In terms of whether you can injure an injured Ninja, the answer is no.

No card in specific, but if I had to pick one, how about the new Ino/Shika/Cho squad? If I played and Earth ninja, and they had no healthy ninjas, but had injured ninjas, could I still target one of their ninjas?

Yes you can, that would still be a viable target for that card.
