because fox mode only lets him sense evil and negative emotions/intent and the like, not chakra. to sense chakra he needs sage mode and to find the rods, he needs to sense chakra. hence he created a sage clone

But seriously, this was a fun chapter... I think WizKid put it best. It does make one wonder what Sasuke is going to pull out his *$$ once Naruto's pwned Tobi in his yet-unseen face.

They combine with the yet unseen DeluxeUltraZord. It's attack lasts five minutes, includes some awesome choreography, and causes seizures in small children.
