Does Tayuya's effect mean that if my opponent has no chakra that they can't activate their effects?

Or is the payment of 1 chakra an additional cost and they only pay it if they have it?

n988 forces your opponent to pay 1 more Chakra to activate effects. They must pay the normal cost to activate an effect plus an additional 1 Chakra.
