"Can" or not

I need clarification on how wordings are. The card Sakura N1256 chakra control. It says [attacker| mission] "wind" move one card from your discard pile to your chakra area. If the moved card was a wind, heal one of your ninjas.
Ok it doesnt say can. So can i do it as many times as i want? Its the same with the Deidara Reinforcement. It just says to pay 3 earth chakra to put a clay coin on a ninja. Can you pay enough in one turn to put one on all your ninjas if possible?
