If I have N-1116 (kushina) in play and play N-870 (Gamabunta) on turn 5, can my opponent respond with M-668 (Dehydration) targeting the N-1116 (Kushina) to prevent N-870 from coming into play? What would happen?

Entrance cost is only checked when the Ninja is put on the chain. In your scenario, your opponent's m668 would not prevent n870 from entering play.
