Tell me what a cost is.

does not have a cost, but is ruled to have one. Why?

Mandatory effects have costs just like optional effects do.

You need to be more specific on what a cost is. Is a cost when the player who plays the card has to "pay" or do something? Need to specify good wording.

I know where to find what the cost is on the card; but am having trouble reasoning why they are costs when you don't pay for anything.

The cost of an effect will generally be preceded by the words "you can." It will then be followed by the words "In that case."
