Order of priority

I've seen a few situations where I would question priority in effects, and I have one in particular that would clarify a lot for me. Here it is:

If my opponent has Sakon (n-1244) in play and I begin my mission phase, my opponent must wait for me to take some sort of action before activating Sakon's effect, correct?

I ask for this reason: in a recent game, my opponent tried to activate Sakon's effect on my turn on an empty chain (while I was contemplating my options for the turn) to remove an Ambush ninja card from my Chakra area from the game. He then claimed that I would not have been able to respond to the effect by deploying it, because deploying a ninja is not a chain-able effect.

The turn player has priority. Your opponent cannot do anything until you take an action or end your phase.
