I swing with n-869 Kiba(childhood) and n-1220 Pakkun and mill a non-ninja card. I mill a card for Pakkun's effect and it turns out to be a non-ninja card. Since my opponent moved a non-ninja card from their deck to the discard do I continue to mill for Pakkun's effect? Basically can Pakkun's effect activate off his own effect?

Yes, Pakkun's effect can trigger off of itself.
