Question about Sasuke n1250

So sasuke n-1250 says
"when your opponent plays a jutsu, you can reveal the top card of your deck. In that case"...

To me this makes it sound like revealing the top card of your deck is a cost!? (correct me if I'm wrong)
so the question is If I have someone like n-980 Karin revealing the top card of my deck already, can I pay the cost of sasuke n-1250 ?

Yes, you can still pay the cost for Sasuke.
