I don't see it being tier one with just what we've seen so far. I'm sure it has plenty more stuff coming, but until we see it we can't assume anything. Honestly, I'm liking void right now with just what it has already. With all the other elements losing their big guns, void now goes to the level where they were.
Void is the only element that doesn't lose anything. Now as far as lightning what we keep gives us an edge on every one else imo. With Attunement and TEB Naruto's still around Lightning has it's power ninja. Then with the combo's that made me run their decks in the first place not leaving at all and with less counters to really stop them I can't see Lightning not be competitive. To be honest at this point the cards you mentioned aside from Rasengan, Shion(Awakened) and Naruto (clone) were the only ones I even used and I still compete with competitive decks. Aside from that Most people don't know how seamlessly you can integrate waters tools into lightning. With that I can't think of any element that's in a better position post rotation than Lightning at this point other than void maybe.

Also we still got Lightning village support coming in this set and the Pain invasion next set which supposedly will encompass Naruto vs Pain.

Water is in a good spot just not as good as lightning seeing as I can completely and effectively defeat the 2 competitive water deck types I've seen which is No-hand and Discard. But they're support is getting cut after this set according to Tyler so, I'm but so worried about them. Actually part of my point was that using water is a significant advantage for lightning.

I agree. Water doesn't lose too much. It still has all of it's chakra jutsu. Tayuya was, unfortunately, reprinted, I would expect her to get banned. Suigetsu is also staying as well as Karin. Water is in very good shape.

I really like where fire is too. Fire has a lot of really powerful cards. The problem is that there mostly late game and the game usually ends around turn 4. With most of those card rotating I can see fire making a big, yet fair, comeback. The only big loss to fire is Drift and maybe Sharingan Kunai.

In terms of cards we actually could use back, sharingan kunai is one.

I think the new Fire Ball from the chibi pack makes a nice substitute.

I really like this 4th Hokage alot. Of course you do lose 2 cards in hand, but its quite a surprise to get something this strong out on turn 0 possibly . Besides there are some cards that can work with this effect later on; new Iruka, Ink Summons, and Biscuit to name a few. I will be on the hunt for this super no doubt about it!

the card would be good if you did not have to discard 2 cards like the other hokages better
