mill does NOT need a solution whatsoever, as it is nowhere close to OP. This isn't yugioh with 40-card decks and stuff like Needle Worm which mill 5 just by being flipped face-up.

Games also end alot faster in Yugioh so it's hard for burn decks to keep up. But this is Naruto you have plenty of turns to build up massive deck destruction.

I'm with Veazie on this. I think everyone should just shut up before they cause bandai to kill a decktype before it sees any play I mean Andrew also said mill causes you to put all your eggs in one basket and also waht are the odds of your oppenent milling their whole deck due to pakkun in the early game slim to none. I'm not against bandai making sideboard tech against but to do what PsychoKarin and NarutovsSasuke1 would severly hurt the deck heres a scenario using Psycho's card: Late game mill deck has expended all its resources other than World of Fire and ninjas and its opposing decks turn with less than 10 cards left in deck "I draw, and activate this mission that I played on turn 1 and pay 1 chakra to get my deck back to normal" Mill player *ragequit*

I wouldn't have a problem with it if it worked for both players and cost at least 3 chakra but the way Psycho wants it made is just a giant FU to mill decks that havent even seen competitive play yet

so? You also have plenty of turns to win in the first place then. Also, yugioh has far better stalling cards than naruto has. off the top of my head, there's level limit area b, spacial collapse, gravity bind etc. Of course, I stopped playing around crossroads of chaos, so if any better ones came out later, I wouldn't know.

You have more time to mill. Though I don't personally see the issue with mill as I am a lightning player and Passing Fates is a almost perfect anti mill card. You can beat a mill deck by simply beating it if it really mills well they will likely lack the ability to really stand up to a normal deck in the eoj and are highly susceptible to ninja negation. I was just stating comparing Yugioh to Naruto isn't a fair comparison as they are very different.

Passing fates gets owned by Shima/Hina
Rlly, the MOST we would need as a counter would be the following:

EC: 3
HC: 0

Move 2 cards from your discard pile to your deck and shuffle it. then draw 1 card.

basically a present for promotion-like effect

exactly. Mill is nowhere close to OP. It's just strong. If anything, I'd say it's around tier 1.5.
