No effect is not a downside. Gamma cannot play jutsus, that's a downside. I'm sure this Jirobo will be needed for his State 2 card which really means he has no downside. I'm not complaining about him or anything, but if you guys really mean to slow the game down then we need to go back to 3/0 being the standard for turn 0 combat ninjas.

I hate how Water gets all these crazy Chakra cards. A self-replacing Jutsu that makes a +4 Chakra difference? It's like Water was only meant to be used against Lightning.

Lightning should be able to generate more chakra than lightning can get rid of. It really hurts fire that doesn't generate a lot.

Tracking Ninja 4/0 0/0, Mental Power 2, with Ambush
Jirobo (State 1) 4/0 1/0, Mental Power 0, without Ambush

i would say compared to Tracking Ninja Jirobo has 2 downsides but on the other hand he is 1/0 injured and can turn into Jirobo (State 2) when the time comes.

3/0 with an effect that would lead to the 4/0 dying. Id rather back my 3/0s with support and keep my effects, many others feel the same.
