Good card... but... it says "can" so does that mean I can use only 1 free Rasengan per turn?

This would be snapped in half broken if it was legal now, but hopefully it will not be as bad post rotation. What worries me is lightning is supposed to get a major power boost, especially with how powerful many of the previous rasengans have been. This may sound biased to some, especially with my reaction to freedori sasuke 2.0, but I've always found rasengans to be much more powerful than chidoris in the past.

Because it's lightning, which generates so much chakra that it laughs at water and fire barely generates any chakra.
