why does bandai make every early game fire ninja understated?

why is it that the only fire theme that gets support from bandai is mill?

they give fire a new theme with like 3-4 cards and then never support it again unless its mill.

IDK about you guyz but i like this card i play him on my turn zero mill top card for no reason block with him cuz he is valid with the same stats come turn 1 i growth him with the turn 1 no effect aka and drop who ever on turn 1 sounds good 2 me
