and lol, you couldnt be more wrong. water and lightning are tier 1 right now, although lightning (true allies) is splashed with wind occasionally. earth tries to creep into that #1 spot, but gets shut out by petals

I think he means with shattered truth legal. Earth, and fire are top tier easily.

Sasuke should of had an additional effect enabling him to pay for Itachi Jutsu cards with water chakra.
Thunder God should let you choose not your opponent.
