Cause that Rasen Shuriken is more balanced that Path of Pains Chidori. Everyone can cast it and it guarantee kills two guys. Seems good.

This is where playtesting comes in.

The jutsu must have two targets not up to two.

The cost is only 3 lighting with no alternate cost leaving only lightning capable of using it. It's better than requirments naruto because all your opponent would have to do is stop naruto and all of your jutsus are dead.

Maybe expert naruto draw a card or put a growth coin or add more time limit counters to a card you control. Or possibly get chakra back from discard.

It would have to be a regular Rasengan, and requirements EC 3 or higher. if your oppnent has 2 injured ninjas on turn 3 or 4 you kill 2 ninjas with a jutsu used by a turn 0 wouldn't seem balanced. I'd say Rasen is a strick Naruto plus ec of 3 jutsu.
