Lets get real here guys. Any format anywhere that will be completely changed by banning a single card, that card should not have been made to begin with. Its like in statistics, if a single point carries too much weight, its obviously an outlier and needs to be thrown out. That also means to imply that no deck should be unplayable by banning a single card.
However, let me point out again how stupid your logic was that you cannot get a mission without playing cards that search for a mission. SEARCH DIDN'T EXIST FOR MORE THAN HALF THE GAME.
Please, before posting and raving about how you can't play without certain cards, sit down and try to play the game without those cards. Really, test it out. Then, let that serve as a reminder that chances are, you are dead wrong about how the game will function after a card or a group of cards gets removed. No one, and I mean no one can perfectly predict what will happen when cards, especially influential ones, get removed or added to the game.
The ONLY time cards should be considered being banned or restricted is when they constantly show up in decks that top or the decks that top are those that are built to beat a specific card or archetype. Besides from that, all's fair. This includes row sham bo.

I only posted my thoughts because I beleive them to be true. Don't tell me what I would've said if X would or wouldn't have happened. You don't know me, and you, sure as Jesus is God's only Son, can't tell me what I would do either. The only op cards are cards that are easily and early used like Training. also Byakugan can be used as early as turn 0 with say a sack start like team asuma, neji, take one, flip: it's a dual, Swing cause he keeps stats and is valid. Byakugan, rip 2 out of opponents hand and laugh you lost almost nothing and it's to early for them to have chakra enough to negate the jutsu, or they just don't block cause they don't want their ninja going down cause theirs DOESN'T keep it's stats and ISN'T valid. Oh look next turn it's TENTEN and I get 2 for none! YAY!!!!!! Just an example. Or if you've never had it happen like that you just don't know what a REAL earth deck is like.
I don't think Naruto should've been banned cause he wasn't broken and he was alrerady at one. They could've errated it to only lightning missions, so wind wouldn't search out game, cause honestly, Lightning only has draw and defensive missions.
Cards like State 2 Sasuke and Yamato CBF, SHOULD be banned because they are op and are all around game changing when they hit the field.
Chidori stream was another jutsu that could or couldn't stay at one, but like all jutsu they can be responded to, same as Hydro.
Baki kinda changes the game when he hits, but like most people say if you're that scared of him hitting, just use Comp or Zetsu. I don't like hearing it either, cause I don't play earth, but that's what side boards are for my little nit-wit. I don't mind loosing a chumper to Baki, what I do mind is my whole field being negated. Baki CAN win games, IF your opponent is already high on brs, so it really turns into speading up the game, not so much changing it.
So honestly, I think pump should be at 1 OR 2, Training 1 and Striking at 1. that's all I would've rogued, MAYBE limit the Temari turn 0 to 1 but I know people would be crying up a flood, so whatever. Sakura is cool cause she should've never been hit anyways.
