Messenger ninja's cost is to reveal the top 6 cards of your deck then you can chain to that if you would like with things like a mission or tobi.

EDIT: Actually I am not sure on the situation because he had to discard the messenger ninja first....I need to go read BRB

I'm not positive the move is illegal

The way the effect of messenger ninja is worded makes Revealing the top 6 cards of your deck a cost.

I'm not sure if he is allowed to chain to the second part of messenger ninjas effect which is discarding the ninja to put in play another lightning ninja of turn 1 or less.

I know for a fact what he did works with Tobi and other missions

I know in order to draw cards with messenger ninjas mission you need a messenger ninja in the discard pile prior to the missions resolving.

Im not sure the order he play the missions and activated the effect was legit.
Since discarding messenger ninja should have been the last thing on the chain. Then putting into play the messenger ninja.

meaning the mission would have failed because it was played last on the chain.
