Delicate operation probably shouldn't have been made it's a guaranteed win the exchange of jutsu and in wind where Hydro pump can easily get a double mastery between Chiyo and Sasori killing 4 of your opponents ninja's and sending 2 others back to the hand regardless of where they are is a bit much for me.

It's not guaranteed, and since the errata it's just pretty good, but overshadowed by cards like Barrier Prep.

Who is gonna actually have 5 jutsu's to use just to be able to chain to your one jutsu? That's pretty much a guarantee.

i like the card but so many people from my locals main friendship from sorrow in their decks so i dont want to main deck delicate

If you play delicate operation your opponent shouldn't have the time to discard it. Delicate op is good for when you have Hydro Pump and you don't want anything to stop it. It's only there to make the game winning jutsu win the game without interruption.
