But no seriously, the highest destruction scale we've seen in Naruto is village level, I believe. Nappa roflstomped a city with ease. Gohan, before Piccolo's training, was also capable of firing off something that was near the level of 4TK's TBB.
But as for the original topic, I don't think it's quite a fair comparison. We've never seen Link do any canon fighting in any media except the games (to my knowledge anyways) meaning he's limited to what the programing allows him to do and the enemies he's fought all had scripted moves. Even though this is the case, I'd give it to Link. He can slow down time with his ocarina, create an invincible barrier, and other quirky thing I feel give him the advantage.

Slowing time, perhaps, but since when has he ever had the ability to create an invincible barrier? I've never known him to be able to do that. (if you are referring to the ability 'naoryu's love' or whatever it's called from OoT, he still gets hurt while that is active.)
Still though, link would not begin the battle with his ocarina out, and while he was slowing time, zabuza would use the mist. so even with slowed time (which is temporary btw) it wouldn't help. Besides, it wouldn't slow time until the last note of the song was played. In that time, Zabuza would kill him. Zabuza is of equal speed to kakashi. that's REALLY fast compared to Link.
Link is, at most, equal to naruto's speed when he fought neji in the chunin exams, which is a 2. and that's iffy. Link isn't that fast. He's like normal human speed. Nothing extraordinary. Without his magic/ocarina, he's no better than your average swordmaster.
