Hi i just recently moved to the area and i'm looking for a place to buy the card ( preferably at a major store like walmart) and a few places that play.

In most places you have to go to a card shop or target for naruto cards now.

click on Organized Play on the top banner. Search for your city. If a place has a tournament near you, then you sell cards as well. Cake

Try your local drug dealers. They are sometimes in the card selling business.
