Can a venue's Meijin be changed??

I have a question about Meijins and venues that hopefully somebody here can answer.


The venue for which I am to become the Meijin already has a Meijin. I have already filled out my Meijin application and have even been mailed the player IDs, but I would like to know the next course of action.


Should I download the TOP and insert myself as the Meijin of a new venue with identical venue details as the currently existing venue (technically creating a new venue?)

Or is there some other action I need to wait on that I myself cannot perform to make me the Meijin of the currently existing venue?

Any help with this issue is greatly appreciated,
