card numbers or effect names might be a bit more helpful, since there were 2 neji in fangs. i assume you have 2 of the t0 and 1 of the t4. anyway the only problem I see is that there are so few ninja with different names. only 10 ninja can be in play total with this build so if you squad twice you wont have enough to make 3 whole teams. some might not see that as a problem, maybe its just me. otherwise it seems ok. see if you can change up some of these for stuff from the new set, a whole lot of byakugan stuff in there.

What do you think could be swapped out for the cards in Tales Of The Gallant Sage? I really like Protective 8 Trigrams 64 Palms, Gentle Fist Style: 8 Trigrams 64 Palms, 8 Trigrams Palms Rotation, 8 Trigrams Air Palm, Hiashi Hyuga T5, and Neji Hyuga T4. Are any of those good to add in here? If so please let me know what I can swap out for them.

I lilke the new Hyuga clan cards that limit your opponets hand size, You can always make improvements to decks, I like to watch other people play so I can see other combos and plays I haven't thought of, when I see something I like I can add to my deck, or even build a new deck!! have fun!!

I'm pretty sure I can, but they can't be more than 3 with the same art.

You are correct in that your deck has a legal amount of all ninja involved, however your assumption that how many you can have goes by card art is....Wrong! The thing that matters in that situation is the Printed Name on the card.
For example.
