Well, for one, I dislike Messenger Ninja. I took it out of my deck. Try a Moving ninja, then use Toad Sage for a mission.
Toki is random. If you decide to use Choji moving, you should try to throw in Shika Flexibility, so you can use the Shika Choji squad, which just happens to have the option of a lightning hand cost.
I don't like Demonic.
2 different Jiraiyas is a bad idea. Go with two or three Sages.
1 Bunta is a bad idea. Go up to at least two.

There is another Ninja Toad from an earlier set, N198, from Dream Legacy, no hand cost turn 4 with 5/0, it might go a little better with the deck you are building.
