That is alone up to the design team and they have no clue what they are doing with this game so unless you have some access to the playtesting files of set 21 and can provide concrete evidence that there is going to get a bunch of insane cards then shut up.

you sir are correct, i find it funny how people were like lightning is going to be tier 0 because of sage mode, but so far puppets have gotten the cards design lightning should have. we wont now how set 21 will change fire, and set 20 backs up my statement. i think the last unpreviewed fire ninja is a super cures mode hidan, i dont think we will be getting madara this set.

No that is exactly what he isn't doing. Tell me exactly how making bad cards is supposed to balance out the game? In order for him to be trying to balance out the game he would be making cards on the same level as the other elements.

Don't get me wrong I don't think that the game should be anywhere near the power levels that it is at right now but if you are trying to balance out the current block then you do that by making cards that give the weakest elements a chance against the big boys. Then once you start designing for the next block and if you want to reduce the power levels of cards than you start lowering them but not just your own you need to make sure that everyone is on board.

The cards that Tylar makes that are in his mind very powerful (Sage Mode J) are actually quite balanced whereas the cards that he creates that he thinks are balanced are garbage.

Also just so you know Tylar was bumped up to Head of the DT and he let Chikamatsu, Hydro Pump, and Hinata through so don't think that he has a clue what he is doing.
