The same format he came out, Earth was the best deck, and those games lasted 7+ turns. The reality is, tons of mission hate came out and he was just to hard to set up reliably.
I agree that he should require all 3 to be played, not so much about the effect though.
I agree 100% that some reinforcements are just too easy to do. I personally Like Sasori (Puppet Mode), because it requires a specific Sasori, and Puppet mode himself isn't ridiculous unless you have a really good set up, while being terrible if you are losing. I like Kakuzu (Soul Form) because while hes powerful, and potentially game breaking, his cost to reinforce is very hefty, so using him could cause you to lose if you aren't playing smart.
Then you have Sasuke. Reinforces off of ANY T4 or higher sasuke, so any deck is capable of playing him. He's an 8/4 with mastery, protects himself while you have no cards in hand, as well as every other water ninja you control :\

I think we agree for the most part about what's wrong with the reinforcements. I'm not sure if I agree that earth was the best deck when Hidan came out. It was Dreams and Naruto (Reliance) that made that allowed to go to turn 7. Otherwise, earth was average.
I think using missions to play reinforcements is the best way to control power while giving new strategies. You just can't have those combos in a meta where something like State 2 Sasuke exists. The one thing that should have been learned is that players will always go for what the easiest way to play is. The designers have to give the "good" players a chance to use these unorthodox strategies instead of just making things automatic. I still get mad when I see cards used for squads that search for their counterparts, like Asuma searching for Shika. It takes away the work you have to put in to get a good effect.
