If I can figure these types of things out, I guarantee every ninja in naruto can as well. (even naruto )
im not really arguing the speed factor. akamaru has shown to be able to keep up with human ninja. however his strength is another matter. while his weight may increase while transformed, i don't think his strength does. but seeing as kiba and aka rarely, if ever, punch and kick in that form, strength is, to some extent of less importance. they don't need a lot of force behind their attacks since their fangs and claws do most of the damage. and with gatsuga, their speed claws and weight is doing the work so strength is once again hard to determine

while aka is certainly strong for a dog <by normal standards at least>, i doubt he matches kiba and i just don't see how a simple transformation could change that

however i can see his speed increasing, if only a little. he would be able to take much longer strides with his longer limbs

and btw you are overestimating how much people can see just because of their own speed

remember kakashi gaiden. kakashi at his max speed moved faster than his eyes could follow so his vision was distorted, hence that nice little scar on his eye. or sasuke and lee vs gaara...lee is faster yet he had some amount of trouble getting through the sand, while sasuke had no trouble at all due to his sharingan letting him see higher speeds and thus aim and dodge and move around the sand better. while you being able to move faster would, to some extent, let you see higher speeds...don't think lee's speed lets him follow other high speed people so easily. especially when trying to follow 2 targets who look identical

EDIT: , made that last argument while thinking i was in a different thread. oh well, food for thought regardless
