not really. A card is only as good as its playability. If hand control isn't played then she is redundant. If hand control becomes viable, then she is good.

If you think about it though, there are many cards that affect your hand that are commonly played. Sealing Barrier, Respect Dreams/Starry Sky, the new Hinata, Hinata Retire Char, Danzo, Tema/Kank, etc. btw, isn't hand control more consistent than mill atm? So yes. Ino Easy-Going is a very good card. I feel that she's close to main deck-able.
