Since water dragon will be gone, I don't think dotcv will be as broken as he used to be. Wasn't he considered nearly broken cause of Haku, and zab didn't have the Sasuke clause? Correct me if I'm wrong. btw, the most consistent way I could think of in getting Roshi on turn 3 is by using 4 times faster. I thought mill decks are usually mono-fire because of stuff like crow clone and hellfire.
