It's mainly the power to turn what you have into what you need. It starts and finishes combos, and there are a lot of shenanigans that are hard to pass up.

take my example it is my turn 1 if my opponet has sasuke vanilla and all i have is kiba in play, if i play temari wind scythe i get a jutsu (or not dosen't matter) then i substitute temari for yak.umo and then on turn 1 i have 4 power and sasuke only has 2 power now, see how good it can be?

Another good use would be playing shino (insect warrior) and putting in play your bug coin. then next turn, you can substitute your bug for a kiba (man beast clone) to later squad on turn three

Getting full use out of Substitute sometime involves being creative, but it is possibly one of the best missions in the format right now.

Ok now i have a question; If i use Substitute on Salamander, and i bring out Ebizo [Fishing] with it, can my Ebizo revive the lost Salamander, or will i mistime the effect?

Ebizo can bring back Salamander because Ebizo's effect starts a new chain after substitute finishes resolving. Salamander is in the discard pile by then.
