New effect text is:

When 1 of your opponent’s Ninjas becomes the user of a Jutsu card with “Target: User”, you can discard 1 of your Wind Chakra. In that case, select another one of your opponent’s Battling Ninjas. That Ninja is considered to have used that Jutsu card instead, ignoring all Requirements.
