1 Shinobi Format

I've always wanted to make and play a deck based around 1 character (Shinobi) and his/her jutsus. In the standard format, the only real problem to this is that you could get "sealing barriered" or you just might not get your Shinobi out at all, which will mean your jutsus are utterly useless.

So, I'm trying to build a new format for fun.
I'm not sure what to call it yet, so for now it'll just be generic like 1 Shinobi Format.
Your Shinobi is the one Ninja you base your deck around. He/She is the only one who can use Jutsu cards. Your other Ninjas are in this deck to give support and add effects like in the standard format.

If you could help me with the guidelines on how this format should go to make it flow better that'd be awesome.

Cards like Naruto Mastering the Hidden Techinque and Gaara Immense Power already have advantages in this format mainly because they can search their jutsus.

anyway, i haven't tested it, but I like the idea of doing this because I wanted to make a deck around Sasuke and all his jutsus and etc. So, basically, Sealing Barrier is banned in this format. I also feel like Naruto/Shion should be banned. if you know of any good ban cards, let me know.
Are there any other things you guys could suggest in this format type that could make it accel in one way or another?

for some reason i feel like OC ninjas should be looked at too...


Some things I thought about for the format:
- I feel like the deck limit should be reduced from 50 to 40.
- 20 Ninja limit
- You must include up to 6 Ninja cards of your Shinobi in any way even if they have the same name, but must have different entrance costs (the Shinobi is the only Ninja that can win BR and the Ninja you base your deck around).
- you can growth more than once, but not in the same turn the Shinobi was put in play (this rule only applies to the Shinobi)
- you can only have up to 3 copies of a card including your Shinobi.
- You can only start winning battle rewards starting at Turn 3.
- win conditions include: first player to get 8 BR by their Shinobi and first person to deck out and cannot draw any cards from their deck loses
- if you Shinobi is discarded or removed from play you can RFG the top 3 cards of your deck to put him/her in your hand.
- only your Shinobi can use jutsu cards
