there not genin yet they need to take a test

ok but by the ranks of shinobi a genin cannot lead his team a jonin must be in charge of a team of genin.......and under some cir****tances i believe a chuunin has the ability to watch over a genin team as well

Itachi, what he's probably meaning to write is that the leader is just a majority vote on who is the best of the team. Not a group that the ninja is assigned to. Plus, if a ninja is assigned to a group, that means there will be a total of 4 ninja in the same group.
