Do you have to qualify to enter chunin competititon? I'm new to this site and I was curious wether or not you needed to qualify for it?

No, Chunin's are open to all who wish to participate.

On another note: I've procured some Fateful Reunion packs for the event.

Thats great to hear. Might have to end up driving over there for that tournament. I had another question as well and that was; what are the requirements for players deck? Are we allowed to use new ninjas from the "Fatefull Reunion" packs and "A New Chronical" ?

Yes, Fateful Reunion will be officially legal next Friday, June 5th.
And a New Chronicle has been legal for months.
