J-041's effect, specifically the last sentence.
"The number of Ninjas in the Team cannot be more than 3" is this referring to the user having to be in a team of 3 or less or more towards "when this jutsu resolves it can NOT make a team of 3 or more" ?

When J-041 Summoning Earth Style: Fanged Pursuit Jutsu resolves, you cannot have more than 3 ninjas in your team.

If you had a team of only 1 ninja, then you could bring back 2 different ninja dogs from your discard pile. If you had a team of 2 ninjas, then you could only bring back 1 ninja dog from your discard pile.
