mental power battles vs OC ninja's (N-US123)

I saw a thread awhile back that said that mental power battles can be used against cards that say "are not affected by your opponents effects" such as N-US123 since mental power battles effects the battling state and not the ninja's. I can't seem to find the thread and was hoping you could validate that mental does work against OC ninja's here.
