Chaining Effects

So this question came up today because of a previous ruling saying that sandayu (c-021) can be be chained to final valley (m-355) and they will not be able to search for an "overflowing chakra" ninja...

So my question is can Just Like Drifting Clouds (M-us086) be chained to the activation of kiba (n-us010) when he comes into play on the turn?

By order of the chain i would use the effect of m-us086 first then i search my deck for an "akamaru" named card... is this right?? Thanks for your time.

You are correct. Provided that you chain the effects in the correct order, you can respond to your own activations.

Also, please remember that a put into play mechanic (Ambush, Growth, Deploy or Platoon) can only be performed when there is an empty Chain and a player has Priority.
