J-US015, J-296, and N-406

My N-406 Naruto Uzumaki & Shadow Clone uses J-296 Blazing Rasengan.

Can an opponent's ninja in the battlefield use J-US015 Gigantic Fan to negate J-296 Blazing Rasengan when the user (N-406 Naruto Uzumaki & Shadow Clone) reduces the jutsu cost to 1 Lightning?
