N-423 Tsunade & N-US014 Shikamaru blocking question

If you have the new Tsunade from Approaching Wind with Shikamaru [usF] does that mean she cannot be blocked because the head ninja would have a turn cost of 2 or lower.

No, N-423 Tsunade would still be able to be blocked by a one ninja team that consists of a turn 3 or higher ninja even while N-US014 Shikamaru is in Tsunade's team. This is b/c Tsunade has already been blocked by the time that Shikamaru's ability activates.
