"N-139's come into play ability"

The card in question is N-139 Rock Lee. [url]http://www.bandaicg.com/naruto/cardlists_detail.php?s=4&c=n139[/url] His ability reads "This Ninja is put in play in injured status. When this Ninja is put in play, draw 1 card."

My Meijin has told me there was a ruling that the Rock Lee would not draw a card because he is injured when his effect resolves. I couldn't find this by the way.

But anyways, doesn't both of his abilities go onto the chain/stack, Him coming into play injured AND him coming into play and you drawing 1 card.
If so then shouldn't you be allowed to draw a card after putting him into play, thru some means of putting his abilities in a certain order or even because he is being injured during resolution of his ability instead of being injured b4 resolution?

A quick answer would be nice for the tournaments this weekend. Please and Thank You.

under the new rules, when N-139 comes into play, his effect goes on the Chain.

also, he comes into play in injured status.

unless an effect 'cut in' on the Chain that would heal N-139, when his effect is ready to be applied, he will be in injured status, and the effect will fail.
