I'm curious if I have a non ranked ninja (A Rogue Ninja for example) on the field, would that count as a non-genin ninja? Or would his effect still work.

"While you only have 'Genin' Ninjas in play..."

any Ninja that is NOT a Genin would prevent this effect from being applied. this does not limit you to ranked Ninjas, but no Rank Ninja, animals, whatever.
