New Timing Regarding PR-008 Gaara

I have a question in regards to timing, particularly for Ninjas such as Gaara (PR-008)

With the new rulings, can someone respond to his effect with a Jutsu? Because he's not clearly worded, some people say that his effect can be considered a battling effect BEFORE the EoJ, so there would not be an opportunity to respond with Jutsu, only with Ninja effects.

"... 1 of your opponent's Ninjas Battling against this Ninja's Team."

as soon as this Ninja's Team is opposed, it is considered to be Battling.

with the new rules, this effect does go on the Chain.

if this Ninja's effect is activated in the Send out to Block step, then, you could not respond to the effect with a Jutsu.

if this Ninja's effect is activated in the Exchange of Jutsu, then, you could respond to the effect with a Jutsu.
