PR-US008 Vs. PR-US008

ok due to the new chaining of ninja effects i am slightly confused on how the effects resolve so let me try and understand this

If Player A has in a team

Gaara PR-US008
any ninja 1
any ninja 2
Total Team Power of 7

and player B has a team of

Gaara PR-US008
any ninja 3
any ninja 4

Total Team power of 6


Player A chooses to Start the Chain with his PR-US008 and discards "any ninja 2" to give damage to Player B's PR-US008 but Player B adds onto the chain her PR-US008's effect and elects damage to Player A's PR-US008

how does the chain resolve...does it resolve in the manner of:

Player A used his first so Player B's PR-US008 is injured and doesn't work

Or:

Player B's effect was used last on the chain so resolves first and Player A discarded a ninja to just have it do nothing?

the effect is activated and placed on the Chain in its entirety. there is no 'cost' to a Ninja effect. when the effect is ready to be applied, then you do everything that the effect states.
