Mission Phase Timing

Sorry for the early question but i was told by a moderator to post this question here to see if it could be answered.

How would the chain work/resolve if my opponent has Tobi N-717 in his hand and attempts to activate his effect? He has to reveal it to me to start the effect right? If I have Sealing Barrier M-486 in my hand, am I allowed to chain to N-717's effect? or does it immediately resolve because revealing it was already part of its effect and it is currently resolving?

Does my opponent have to declare he is using a card effect from his hand which would then go on the chain?

Please help me out! Thank you very much
