if you have priority in EoJ, yes, you can use it before your opponent can respond. if they play a jutsu first, that cost has already been payed, and Neji cannot interrupt the jutsu at that point.

Once it hits the jutsu phase, then you can use his effect at anytime during the jutsu phase.
