Quick reminder, this is a thread to help you post a good deck list, not one to ask for help. If you want me to help you out with a Deck, PM me. However, I don't come here much and the metagame is broken enough that I don't familiarize myself with it past the newest set, so don't expect a fast or totally accurate response.

Huh? A Deck has to have 40 cards, not 23 or 32
If you want to find some rares, just look at the card lists from the link on the banner on the top of the screen (on on on on on on off...). If you make your own cards, you're not allowed to use them in games since they aren't real. If you want to make cards for fun, I have no idea where you should go.
