Naruto, hands down. Did you see the episode, Naruto's ninja handbook, he was so awesome and he didn't even use any nine tailed fox's chakra in that episode. Kakashi even says that Naruto has more chakra than himself and that is without the fox as well, plus Naruto learns the Rasengan in what a few days. He wiped out Kiba and Neji in the chunin exams, and at the battle at the valley of the end he only lost to saskue cause he wasn't willing to use death force on him. Too, Naruto has a great attitude about being a shinobi, I love the episode after the Land of the Waves arc where he says that he is going to redefine the way of a shinobi. Naruto is definitly the best Genin and probably the best Ninja outside the Third and Fourth Hokages.
