Its possible, Kurenain wasn't Hokage Leven though I can't say much for the girl. She did create an entire alternate dimension, though thats a bit dangerous to have walking around. It could be a sort of enchantment rather than a technique. Meaning that it only caused the person to see things differently without them noticing just like those three water ninjas in the Chuunin. The genjutsu doesn't kill anybody, then people would get suspicious.

sounds like a great idea i like the sound of the sun village is great and a rivalry between another unknown village leaves alot of room for imagination i think a good protection for the sun village is a technique that bends the light around the village giving the idea that there isnt anything in the area although theres a major hole in its defense being it doesnt work at night or in storms and such a good blood line trait would be the ability to use the enhance the power of the sun light and focus it into an area creating devasting results and im not talking mere instant sunburn! and this ability is capable of enhancing the light reflected off the moon to give the ninjas of the village access to the weaker of their sun jutsus at night just enough to hold out till the sun rises. some ninjas should use jutsus that arent reliant on the sun is also a good idea for variety thats about all the 2 cents i had was worth i havent made any fan fics but ive wanted to but never had the time maybe i can help with this one?

U know with this many villages, we might as well make another alternate universe of Naruto already. We could each create one village in it.

He is a prodigy who cares about the honor of his clan and village and is determined to become one of the strongest ninja of his village and become the leader of his clan

In depth blood line trait:
Kazou ranpu shouten no jutsu (increase light focus roughly translated) this jutsu allows the user to enhance the rays of light in the area and focus them to a degree that makes light type jutsu used in the area more power full and can be even more focused with more users of the Kazou ranpu shouten increasing the effectiveness of the light jutsus used in the area can only be used by members of the Tenpi clan (duh)

Joukeigan the user gains the ability to pierce through darkness to find any source of light and can locate people through the heat radiating off of their bodies (also a fun way to look at people burning form fire jutsus he he he sadistic!) (had to have an eye thing because they are cool) when joukeigan is activated the pupils enlarge and turn orange and are surrounded by small orange lines together looking like a sun and sun rays and the rest of the eye turns grey

Fuuin oite ranpu no jutsu(sealed in light roughly translated)
The user seals the targets inside an area of focused light to trap them in place and combines the increased heat and genjutsu to cause hallucination

Shouten ranpu kujiku no jutsu (light focus crush roughly translated)
When combined with Fuuin oite ranpu it allows the user to focus the light until it incinerates or crushes the people/person trapped inside Fuuin oite ranpu (sadistic light versions of sand coffin sand burial but it sounds cooler when you think you made it original)

These are the jutsus used by most clan members but there are still forgotten jutsu the founder of the clan hid
